Lord Norton of Louth

Philip Norton was raised to the peerage as Baron Norton of Louth, of Louth in the County of Lincolnshire in 1998. He has been a lecturer at Hull University since 1977, becoming Professor of Government in 1986 and Director of the Centre of Legislative Studies in 1992.

In the House of Lords, he has held numerous positions, including Chairmanship of the Constitution Select Committee, membership of European Union Sub-committee E (Law and Institutions), the Regulators Select Committee, the Constitution Select Committee, and the Joint Committee on the Draft Constitutional Bill. He was also Chairman of the Commission to strengthen Parliament.

He has also been Co-Chair of the Research Committee of Legislative Specialists of the International Political Science Association, and is the Editor of the Journal of Legislative Studies. He has published and edited numerous books and articles, including The New Parliaments of Central and Eastern Europe, National Parliaments and the European Union, and Parliaments in Asia. His political interests include constitutional affairs, parliamentary reform, legislatures, British politics, American politics, and education.
